Portland Jetty (also known as the Town Jetty) extends into Portland Bay on Victoria's rugged southwestern coast, offering easy shore-based snorkeling in a working port setting. The newly upgraded all-abilities jetty provides designated recreational pontoons and stair access into clear, protected waters inside the Lee Breakwater. Snorkelers can explore inshore around the jetty piles where small fish shelter, while the adjacent sandy bottom and seagrass edges offer a mellow underwater wander. The deep-blue waters of Portland Bay lie just beyond the breakwater, but for safety, snorkeling is best kept inside the harbour away from commercial shipping lanes.

High risk: Commercial vessel traffic
Portland is a busy deep-water port with large ships, tugs, and fishing trawlers moving through harbour waters. Snorkelers must stay well clear of shipping channels and commercial berths.
Moderate risk: Strong tidal currents at harbour entrance
The Lee Breakwater entrance can experience strong tidal flows as water moves in and out of the harbour basin, particularly during tide changes.
Moderate risk: Restricted diving zones
Diving and snorkeling inside the Lee Breakwater requires prior approval from the Harbour Master due to shipping movements. Observe all port security zone restrictions.
Moderate risk: Fishing lines and hooks
The breakwater is popular with fishers; discarded lines, hooks, sinkers and swivels pose entanglement and injury risks to snorkellers.
Low risk: Tug wash and wake turbulence
Tug boats assisting large vessels produce powerful wash and turbulence that can surprise snorkelers even inside the breakwater.
Low risk: Boat traffic
Portland is an active shipping port; nearby vessel movements in the harbour require caution, especially near the channel entrance.
Low risk: Variable water visibility
After storms or wind, sediment and kelp can reduce visibility significantly, making navigation more difficult.
