Popes Eye is a unique artificial island ring — originally the unfinished stone foundation for a 19th-century fort — sitting in the wild entrance to Port Phillip Bay. The low crescent-shaped rock wall creates a calm, sheltered lagoon inside the rougher waters of the Bass Strait heads, making it one of Victoria's most beloved snorkelling and dive sites. Part of the Port Phillip Heads Marine National Park, its shallow protected waters (2–3 m inside the ring) are rich with colourful fish, curious Australian fur seals, and colourful sponge gardens clinging to the boulders. The striking landmark is also a bird sanctuary, with cormorants and gulls roosting on the walls.

Moderate risk: Strong tidal currents (outer wall)
The Port Phillip Heads have powerful tidal flows. The outer side of the ring can experience strong currents, especially during ebb and flood tides. Snorkellers should stay inside the sheltered lagoon.
Moderate risk: Boat traffic
The site is accessible only by boat and is a popular destination for tour boats, private vessels, and dive charters. Snorkellers must be vigilant of boat traffic entering and leaving the lagoon.
Low risk: Slippery rocks
The submerged and semi-submerged rocks forming the wall are covered in marine growth and extremely slippery. Care is needed when climbing or standing.
Low risk: Cold water
Port Phillip Bay waters at the Heads are chilly year-round, with summer temperatures rarely exceeding 18°C and winter lows around 10–12°C. A wetsuit is essential.
Low risk: Deep water nearby
Just outside the protected lagoon, water depth drops significantly to 10–15 m. Inexperienced swimmers should stay within the shallow inner area.

Getting in
Popes Eye is located at the southern entrance to Port Phillip Bay, about 6 km north-east of Queenscliff and 5 km south-east of Portsea. It is only accessible by boat. Several tour operators run snorkelling charters from Queenscliff, Sorrento, and Mornington. Private vessels can anchor inside the sheltered lagoon. The closest boat ramps are at Queenscliff and Portsea.
Parking available at Queenscliff boat ramp and Portsea boat ramp. Tour operators typically have designated parking near their departure points.
No entry fee for the marine park itself. Snorkel tours range from $80–$150 per person for a half-day guided charter including equipment hire. Private boat access is free.
