Pivot Beach Shore Dive, located near Portland in western Victoria, offers a unique shore diving experience accessed via Maderia Packet Road near the old Pivot Fertilizers site. This shallow sandy beach (1.5–2 m depth) sits beside a working harbour and boasts reef formations at both ends teeming with marine growth. The site is famous for its dense kelp beds in the shallows — push through the kelp curtain and you'll find a world of abalone and crayfish among the limestone reef. Best dived on calm days, this spot rewards adventurous snorkelers who don't mind a little seaweed scramble for excellent fish life and crustaceans.

Moderate risk: Boat Traffic
Proximity to the working Portland harbour and a beach boat-launching area means snorkelers must watch for vessel movements.
Moderate risk: 4WD access required
Access to Pivot Beach requires a four-wheel-drive vehicle to drive across the sand. Standard vehicles may get bogged.
Low risk: Kelp entanglement
Large amounts of kelp can accumulate in the shallows, requiring snorkelers to push through or navigate around it to reach clearer water.
Low risk: Surge and waves
Waves average 0.5 to 1 m with a south-easterly exposure, creating shore-break and surge around the rocky reef ends.
Low risk: Rocks and reef
Both beaches have a reef at either end with submerged rocks and uneven footing. Care needed on entry and exit.
Low risk: Fishing lines
Popular fishing area; active and broken fishing lines may be present in the water near the reefs.
Low risk: Dense Kelp Beds
Thick kelp growth in the shallows can entangle swimmers and restrict visibility. Requires careful navigation to get past the kelp curtain.
Low risk: Industrial/Port Activity
Proximity to the Portland harbour and Pivot Fertilizers site means occasional vessel movement and industrial activity nearby. Check for ship movements before entering.
Low risk: Variable Visibility
Water clarity can be poor after rough weather or strong winds due to sand suspension and kelp debris. Best on calm, overcast days.
Low risk: Fishing Lines & Hooks
The breakwater and reef are popular with anglers; discarded or active fishing lines and hooks pose a snag hazard.
Low risk: Rope & Ladder Access
Some shore entries may involve ladder or rope work down the seawall, requiring care when carrying gear.
Low risk: Limited parking
Parking is limited to approximately 3 cars near Crumpets Beach, with an informal car park at the Pivot Beach seawall.
Low risk: Dense kelp in shallows
Thick kelp growth in the shallows can entangle swimmers and obscure the reef bottom. Requires careful navigation to enter and exit the water.
Low risk: Fishing activity
The breakwater and surrounding waters are popular for fishing; active lines, hooks, and discarded tackle pose a risk to snorkelers.
Low risk: Swell exposure
South-east facing beach receives 0.5–1 m waves; on windy days conditions can pick up, making entry and exit more challenging.
Low risk: 4WD beach access
Access to the beach can involve driving on soft sand; vehicles may get bogged, and pedestrians need to watch for moving vehicles on the beach.
