Flinders Pier on the Mornington Peninsula is renowned as the Weedy Seadragon capital of the world — the BBC Natural History Film Unit spent three weeks here filming for Blue Planet II. This sheltered pier offers easy entry via wide steps about a third of the way along, with depths of 2–6 m. Snorkellers who can duck-dive to the bottom are rewarded with sightings of dozens of weedy seadragons hovering above the seagrass, plus enormous smooth rays, cowfish, leatherjackets, blennies, and sea stars. The pier pylons are encrusted with colourful sponges. Best conditions are on west or northerly winds, around low or high tide to minimise currents.

Moderate risk: Easterly/southerly winds create currents and swell
Winds from the east or south generate currents and choppy conditions that reduce visibility and make snorkelling harder.
Moderate risk: Boat traffic near pier
Boats and jet skis use the area around the pier; snorkellers should remain close to the structure and stay vigilant.
Low risk: Duck-diving required
Weedy seadragons and best visibility are at 4–6 m depth, requiring competent duck-diving and breath-hold ability.
Low risk: Scuba diver congestion at entry steps
The wide steps are a popular entry/exit for divers; during peak times it can be crowded, making exit tricky.
Low risk: Cold water temperature
Water temperatures range from 17–22 °C; cold can cause rapid fatigue and cramp, especially on longer snorkels.
Low risk: Outgoing tide current
Flowing currents can develop on outgoing tides, especially with easterly or southerly winds, making swimming back to the pier steps strenuous.
Low risk: Low visibility after southerly swell
Easterly and southerly winds stir up sediment and create swell, reducing clarity significantly.
Low risk: Cold water temperatures
Water temperature ranges 17–22 °C (62–72 °F); prolonged exposure can cause hypothermia without a wetsuit (recommended 5 mm or more).
Low risk: Duck-diving required for target species
Weedy sea dragons live at 4–6 m depth; snorkellers unable to free-dive comfortably may miss the main attraction and tire quickly.
