About 900 metres north-west of Thunder Point, Eagle Rock rises from the Southern Ocean as a rugged reef-and-stack formation off Warrnambool's Shipwreck Coast. This exposed site features a long finger-like reef extending 30 metres out to a solitary rock, with crevasses carved 5 metres deep, underwater walls and caves shaped by racing currents and relentless swell. The rocky bottom stretches up to 2 km offshore, rich with abalone and crayfish habitat. Best dived on calm days with low swell and light offshore winds, it offers adventurous snorkellers a window into Victoria's wild temperate reef world.

Eagle Rock is located about 900 metres north-west of Thunder Point and east of Shelly Beach, offshore from the Warrnambool Golf Club. Best reached by boat from Port Fairy's Griffiths Street Boat Ramp or the Warrnambool (Lady Bay) boat ramp.
Parking available near Warrnambool Golf Club area — check local signage.
No entry fee for the marine sanctuary.
