Breakwater Rock marks the eastern boundary of Merri Marine Sanctuary in Warrnambool, western Victoria. This rocky headland juts into the cold, oxygen-rich waters of the Southern Ocean, where calcarenite reefs and kelp forests create a vibrant underwater playground. Snorkelers can explore the rocky gutters and boulder fields adjacent to the breakwater, drifting over colourful sponge gardens, crayfish crevices, and swaying kelp. The site offers a raw, wild experience typical of Victoria's Shipwreck Coast — clear water, abundant sea life, and the dramatic energy of the Southern Ocean swells.

Breakwater Rock is located on the eastern side of Warrnambool, at the end of Merri Marine Sanctuary. From the Warrnambool town centre, head south on Merri Street toward the foreshore. Follow the coastal walking track east from Thunder Point or access via the Breakwater Road carpark near the Warrnambool breakwater pier.
